What causes a toilet to leak from the base when flushing?

A toilet leaking at the base when you flush usually means the wax ring has failed. Loose closet bolts, a cracked or uneven flange, or an unlevel toilet can also break the seal. A hairline crack in the bowl or a clogged drain forcing water past the wax can cause seepage. Sometimes a dripping supply line only looks like a base leak.
